PURPOSE OF PRECONSTRUCTION PHASE ON SH 71:

SH 71 was striped from R.O. Drive to RM 2322 as one lane in each direction with a center turn lane and shoulders in preparation for the SH 71 construction project that will be put up for bid in October. In recent weeks, Porous Friction Course (PFC) asphalt was laid on the roadway to maximize tire grip and prevent hydroplaning. Because PFC is so porous, striping cannot be altered as on regular asphalt. If we re-stripe this section to the modified four lanes that existed, we would have had to remove the new PFC to stripe the three lane section when construction begins. This would be a waste of taxpayer*s dollars and a bigger inconvenience to the traveling public.
